Take a look around the mirrors. 

Some of them (such as ftp.eu.openbsd.org) have past releases quite some way 
back, such as https://ftp.eu.openbsd.org/pub/OpenBSD/7.6/

Download whatever format is appropriate for the installer, run upgrade from 
there until you get to a point where you can point /etc/installurl to
a mirror or CDN that will have the release you will be sysupgrading to.

Just go one release at the time, you should be fine.
