That one of PHP target version changing is a common problem that after appealing to the devs it seems has not an easy solution, here.
I can say you a couple things. First, I learned how to not force me to strictly follow the major version of php, as php team well mantain also an 8.3 version just to say and openbsd devs pace follows this way. Second, I'm not sure the time/energy maybe equal to zero, you spend upgrading to the new openbsd php target version is more than sell yourself to a full CMS to mantain and upgrade like Wordpress or Joomla, maybe on httpd as well arsking to change db. However I personally developed a couple of *prebuilt*, < php 8.3 tested stuff like AvatarFree (blog), Timelapse (photo blog), Puzzleu (photo gallery) and others in php, and all skinnable by an elementary included skinner.html page (php, html, js).
