Almost certainly you (or your IP) did something that looked "suspicious"
(too many connections too quickly) on either cvsweb.openbsd.org or
man.openbsd.org.

The block autoexpires after five days.  If you send me your IP address
(privately would probably be best), I'll clear it and investigate why
it happened to you.  And yes, tripping the block on one service blocks
all the services on those systems.

IF you are behind a NAT where there might be a lot of legitimate users
all hitting the system at the same time (i.e., a school classroom), let
me know, we can put you on a whitelist.

We are still tuning things here -- five days may be too much, our trip
threshold may be too low. So sending me your IP may help other people.
