I quickly tried it in a Proxmox VM and install79.iso from ftp.fau.de/openbsd/7.9/i386. In my case /etc/installurl was populated correctly: --- obsd79-i386$ cat /etc/installurl https://cdn.openbsd.org/pub/OpenBSD --- Where did you get the ISO from?
