That can happen. Unfortunately, since you didn't provide the IP that is blocked, all I can say is, "that can happen".

I can view homepage openbsd.org no problem but I can't connected to man.openbsd.org, my connection times out. I used laptop and phone with a different wi-fi network and they both loaded man.openbsd.org immediately so my IP seems to be blocked from viewing manual pages.
