Looks like the RX line floats without a serial adapter. Added an
external pull-up and it now boots.
Not ideal, but at least I don't have to plug wires every time I reboot.
The capability seems to be built into the hardware at least. Raspberry
Pi OS has its pinctrl utility:
# pinctrl 14 ; pinctrl 15
14: a5 pn | hi // GPIO14 = TXD1
15: a5 pu | hi // GPIO15 = RXD1
But I am ignorant about how that would work, and the prerequisites (
e.g. modifying the device tree), in OpenBSD.
