Ah, OK, looking at the right place, in idle state I saw this:

then started 4x sha256 -ttt and once I saw this:

a short spike up to maximum,

then later on, it kept staying at:

as soon as I add a third sha256 it drops all 4 to

Under 2-thread load, the N95 boosts to ~3.2–3.3 GHz, but under sustained
3–4-thread load it settles at ~2.7 GHz.
I assume this is an all-core turbo/power-limit behavior and working as
expected?
