I have no issues, but I supply the full path.
/usr/bin/pkill -USR1 xidle
Also I have /etc/apm/suspend set as 755.
Guessing here, maybe another ID kicks of the script ?
Also, do you start xidle in your ~/.xsession ?
That could be the issue too.
