Hello,
I have an encrypted installation of OpenBSD 7.9 i386 on a hard drive. This is
on a computer with no internet connection, completely offline. Is there a way
to upgrade to 8.0 using a USB drive? If so, how?
You can rsync an OpenBSD mirror's i386 files to an USB stick and point
sysupgrade to it. And point installurl(5) to the USB stick. Needs quite a lot
of space but same method can be used for later updates.
The file “install80.img” was created for this purpose.

But you still need to update all installed apps and for that a local
repo somewhere will be necessary.
