Actually it's the other way around. IPFilter was part of OpenBSD until about five years ago when it was removed from the OpenBSD source tree due to license problems. PF is 'the' firewall on OpenBSD, and while it is perhaps possible to use a different firewall system on OpenBSD, it would take some effort on your part to port and maintain. The bit about pf being useful mainly for smaller networks possibly comes from a misreading of several simplified example setups such as the ones in the PF user guide and other learning materials.
