i would say it mostly doesn't apply. nearly everything refers to applications providing some sort of consistent graphical interface. openbsd itself is essentially text only. for example: "A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes." this depends totally on what window manager you pick. there are hundreds of choices.
