OpenBSD does not blank the console screen after booting without you deliberately setting things to do so. This is clearly not OpenBSD at work. Don't try to fix broken hardware configuration through OpenBSD, fix the hardware.

You apparently have some strange "feature" in the BIOS of your hardware. Turn it off. I've seen these features on at least Compaqs and Dells, and heard of it on many others.
