Just some thoughts until someone more knowledgeable comes along, but
how does OutQ in bgpctl sh look (or Send-Q in netstat -n, maybe Drop
in netstat -idn), any clues about connections which may have problems
and queuing packets? If it is queued packets using the mbufs, and you
can identify where they are being queued, maybe you can adjust
routing to relieve load on that interface.
