Sorry for the late response.
I just installed a new snapshot.
$ sysctl kern.version
kern.version=OpenBSD 4.0 (GENERIC) #1104: Fri Sep 1 11:54:27 MDT 2006
[EMAIL PROTECTED]:/usr/src/sys/arch/i386/compile/GENERIC
ssh works for me both with a ticket and without a ticket.
