I think it is dead. There was another site (http://hades.uint8t.org/) run by Luiz Gustavo that had some systrace policies based upon the ones from Hairy Eyeball. I put the ones I took from those sites at ftp://ftp.mumak.com/pub/systrace /Sigfred
