Yes, cvs has bugs, no surprises here. These nonconforming RCS files do
not do any harm, and they are certainly not created whenever a file is
removed.

The only one that could be problematical would be the file located in
the Attic which isn't dead on the trunk: cvs may skip it when checking
out the trunk.  However, it looks like that file
(src/sbin/swapon/Attic/swapon.8,v) _should_ be dead and that the last
commit shouldn't have been made at all.  I suppose that's fixable with
cvs admin -s.  <shrug>
