For one good reason: it's still work in progress. The integration of i18n mechanisms is not finished, we do not have the widechars to multibyte code yet (just stubs for it).
As it is, it is enough to have partial support in places that matter, and thus a lot of `new ports' compile... most of the i18n stuff comes from 3rd party apps for now (perl, gtk, qt come to mind). There is very little sense in documenting it until it is more usable. Hopefully, the situation will improve.
