agreed.

The machine is broke.
The software may also be broke, but 100% CPU load is absolutely acceptable
for any properly designed and built HW in a proper environment.

Think about all the people running "distributed computing" projects...those
things are running the processor at 100% load 24x7x365...

Your software problem is just exposing a severe HW problem.  Could be as
simple as an improperly fitted heatsink...and in fact, that's what I'd put
my money on.
