In general this problem is happening because of usb keyboards being
emulated as pckbd devices, perhaps using SMI or something. In anycase,
something is wrong.  I don't think anyone has figured out what yet.

Maybe someone can get a machine to tom@ in the UK, so that he can try
to figure it out.
