It isn't really safe to assume that. There's a lot of software, some commercial some free. A lot of people front-end Asterisk with other systems too (e.g. ser/openser, ser+mediaproxy, yate, peerpoint and other proprietary SBCs, who knows what else..) and plenty of people doing voip don't use Asterisk for much if at all.
