Read the article more carefully;

"OpenSSH 4.6 has just been released. It will be available from the
mirrors 
listed at http://www.openssh.com/ shortly."
                                             ^^^^^^^

"Released" may not be used properly, but the article makes it
clear it's not actually available yet.
