Certainly! What sort of cgi environment? Remember that the default
environment is chroot'd, so if you need any libraries or stuff in /etc (a
la resolv.conf) or a mailer (see mini_sendmail or the equivalent) you will
need to set that up also in the chroot.

Huh? Why aren't you using a standard MUA/MTA? They will handle mailboxes
automatically.
