4.1 has ospfctl reload which does this for vlan, I am not convinced it works for carp* yet but haven't had chance to investigate (I only noticed today). This is an opportune moment to point out 4.1 errata 007; if you run ospfd and you move to 4.1, you should apply this errate or track -stable.
