Right. There is a third possibility, which is to run -current so you can use the new ports coming out. This is not for people who don't understand how to do things on their own however, so if you don't feel completely comfortable with having a system messed up and salvaging it and then rebuilding it, you shouldn't live on -current. Having said that, OpenBSD's -current is a remarkably stable platform, and if you watch the CVS submissions (and understand the impact of various things), you can run -current quite well. But you are on your own, and a -current system of four weeks ago might be out of sync with what you have, and also ports might need to be recompiled after changes.
