you should probably read parts of this if you'd like to learn more about altq internals: ftp://ftp.sonycsl.co.jp/pub/kjc/papers/dissertation.ps.gz try searching for 'offtime' as well as 'suspen*' (if you search for suspend, you'll need to look for suspend/suspension and some mis-spellings). (ps2pdf, from ghostscript, does a reasonable job of getting it into a format that be searched a little more easily)...
