I guess the easiest way is to build a release on another system and install only the file sets that you used during the initial installation. As an alternative, you can use the pre-built file sets from ftp://ftp.su.se/pub/mirrors/openbsd_stable/, but those files are not part of the project, so you have to decide for yourself whether you trust the people who provide these sets or not.
