Yup, that did it. :-)

I've just realized that although I installed from an install42.iso
that had a Sept. 24 timestamp on the ftp.openbsd.org site in actuality
the kernel is dated Sept. 13. I performed an new install on another VM
from the cd42.iso and then downloaded the packages via HTTP and this
time the kernel is dated Sept. 24 and OpenNTPD works without having to
add the 'weight 1' parameter.
So you were right about recent snapshots.
