You don't get CVSROOT if you only fetch openbsd-ports. Just add
openbsd-cvsroot as an additional collection:
config {
hostname mirror.osn.de
collection {
name openbsd-ports
release rcs
prefix /cvs
}
collection {
name openbsd-cvsroot
release rcs
prefix /cvs
}
}
