Notwithstanding that this is a real bug that should really be fixed,
there is a simple solution to such problems: just like OpenBSD has a
Real Shell Script for an installer, it has a Real Shell Script for a
boot script. Thus, ^C works. This is also useful for interrupting
dhclient on your laptop when it's not connected to any network, and the
like.

P.S. Yes, I have not been very active here. I'm quite busy with my
studies, and my part-time work as a system administrator. I don't
foresee that changing until at least 2008, but I'll try to drop in now
