in the past there were copyright reasons that prevented some of these docs from being included. i seem to remember a year or two ago some changes which made it possible to include more of them, though i'm not sure if it covered all of them. but a large reason for some of those documents not being included was simply that the existing ones were just too out of date, or indeed that they refer to stuff that openbsd does not even ship with. jmc
