Huh??? What kind of "release" is not "re-distributed"? Calling a redistribution "release" does not make it other than release. Unless sublicensing rights are granted (probably explicitly in writing sort of thingee) there is no implicit right to sublicense regardless of what you call it. If the licensee is an organization, members of that organization, in line with their association with the organization, have the associated rights. When I have clients A and B, I can use A's stuff on A's work and B's stuff on B's work, but I cannot take advantage of A's stuff to do B's work or B's stuff to do A's work.
