Maybe I'm misreading the path in the OP, but it looks just as likely that the @INC path is missing "/usr/libdata/perl5/site_perl/i386-openbsd/" as it is that "/usr/libdata/perl5/site_perl/i386-openbsd/sys/ttycom.ph" is missing.
In any case, should be fairly straightforward to determine which is the problem.
