simplified: It means the kernel run out of memory. When it is low on memory, the pagedaemon wakes up and tries to move pages to swap and other things. If in the process of doing that, the kernel really runs out of memory, it will start to wake itself up, basically looping around the pagedaemon to get some memory to free more memory... The message tells you that it detected this situation and "hopes" that one of your processes gives up and releases some. Usually however that doesn't happen ;) Update to 4.4+patches (not just release, there's an important fix you want...).
