I've never been able to get my Sierra Wireless WWAN card on my T60p to work either; after sprinkling some debug dust on umsm.c with the help of a dear friend I've come to the conclusion a wake-up/power-on sequence needs to be issued not unlike the one currently in there for the Huawei card. I got as far as "STALLED" for USB device status. if anyone would like to cluebat me where to go from there I'll spend a few more cycles on it and get it to work. it seems trivial enough...?
