It seem I have found what is going wrong.  In some cases xterm will
display the "^[[20~" sequence instead of "0~", which one correspondent
to F9. When I hold down Ctrl-Alt-F9 a few ms., then there is no
${SUBJECT} occur. 

What is a best values for variables below to avoid the problem?
keyboard.repeat.del1=250
keyboard.repeat.deln=50
