I noticed this problem with Fujitsu-Siemens Scenic L
desktop some years ago with OpenBSD v4.x.

if you don't get the "done" part of "syncing disks..."
than it's not the problem of shutdown and halt -p.
the syncing is not finished. i get this ocassionaly
on my eeepc. the file system is not marked clean
and i get an fsck at bootup. irritating but mostly
harmless (so far).
