Ok, what bit me from that is that the default for rules was changed to "keep state" in the meantime and some other stuff that was relying on the old semantics interfered with the policy routing. After kicking that out, things magically work as expected... Seems I'll better rewrite the whole ruleset. (Why do I always find these things just after writing to the list, and not before?)
