I found some difference. If I download tuning-openbsd.ps from there http://www.openbsd.org/cgi-bin/cvsweb/www/papers/tuning-openbsd.ps then it's broken. If I use this link http://www.openbsd.org/papers/tuning-openbsd.ps then everything is ok.

Ok, I'm an idiot :-D I used right click for download on this link http://www.openbsd.org/cgi-bin/cvsweb/www/papers/ (on tuning-openbsd.ps), it download tuning-openbsd.ps but it's in fact this html file http://www.openbsd.org/cgi-bin/cvsweb/www/papers/tuning-openbsd.ps and not ps paper.
