Easiest way is, most BIOSes these days have an option to have numlock
default to on at boot. I'm sure you could do it after boot in userspace,
but why reinvent the wheel?

Oh yeah, before you say I'm just too lazy, really ugly things happen if
you forget to hit numlock and are, say entering a password and hit
numberkey 7 and get 'home' instead
