The release is also available at the master site:
ftp://ftp.openbsd.org/pub/OpenBSD/4.7/ Alberta, Canada
However it is strongly suggested you use a mirror.
Other mirror sites may take a day or two to update.

so I find it somewhat difficult to believe you could not find a mirror.
Perhaps OpenBSD is not for you.
