I was wrong about one. gnome-panel is not installed by default and is one of those suggested in the README.OpenBSD. Check out the file (/usr/share/doc/gnome-session/README.OpenBSD) and install at least some of the packages listed in the top half. They say it's for a satisfying experience, but without even having a panel or terminal, gnome is pretty much impossible to use.
