We use such setup with HFSC limit raised up from 64 ten times, so far
without any problems (core i3, 2G RAM, em(4) gigabit desktop nics,
12-15k pps on average).

Is there a reason why are the limits so low by default, or why there
isn't some sysctl button for this? (maintaining and manipulating with
data structures...)

If there isn't, I'd be glad to write it. I don't see much into the
algorithm, just being curious...
