FYI, having the same problem (on passive emX; I haven't tried on carp), I've applied your patch: http://patrick.ld.net.au/ospf6d-fix-passive-interfaces-mk2.patch which solve this problem but create a new one: loopback (lo1 in my case) is no more announced.
