Yes, single and double quotes. The first quote mark will be used within
the password and the password still gets truncated.

some more observations:
 - on OpenBSD 5.6-stable a secrets file with:
      username: passWith#works
 - on OpenBSD 5.6-stable with a secrets file:
      label username:passWith#dontWork
 - on OpenBSD 5.7-current
      label username:passWith#dontWork
      username: passWith#dontWork
