I can't see a busy (cause 17) on your logs but only cause 31 "normal unspecified" this casue is a pain: mean all, mean nothing!
Are you calling a mobile number? Ok, just seen your new message:
BUSY is sometimes 21 instead
...
I strongly suspect that this will change from country to country
21 is not appropriate (right when called reject the call) but i have seen many times calling mobile numbers. I don't now if will change from country to country but got different responses from different operators for the same status :-( also i never seen a cause 20 calling an unreachable mobile.
I'd like to see more accurate cause reported from chan_misdn but i'm not a C guru so can't help here.
