Would this work?
DEFINE_PRIMITIVE ("STRING-HEAD!", Prim_set_string_maximum_length, 2, 2, 0)
... (^^^^^^^^^^^^^^^^^^^^^^^^^?)
Why not just write it in Scheme, with a comment about why it has to
check whether SET-STRING-MAXIMUM-LENGTH! worked?
