Make compile-xml dependent on cref-star-parser.
xml.pkg wants (global-definitions "../star-parser/parser") else

Please make xml/xml-unx.pkd, not compile-xml, depend on
cref-star-parser. xml/xml-unx.pkd needs it too, and compile-xml
depends on xml/xml-unx.pkd already.
