I don't think any new function was added to the C API since 1.3.0, so the only change required should be to upgrade the version number check in the files. NFW - mitab_ogr_datasource.cpp: Modified CreateLayer() to use -1000,-1000,1000,1000 bounds for GEOGCS much like in mitab_bounds.cpp. This ensures that geographic files in the range 0-360 works as well as -180 to 180.
