This error would usually suggest that the file is either not found or in a variant of the TAB format that the MITAB library does not support, but I just downloaded a copy of the StreetPro Canada sample for Halton Region Municipality and I am able to read and convert the file onhalts1.TAB to MIF without problem using tab2tab.
