OK, I got it.
It seems that the plugin has been renamed recently from measurement to
measurementtoolbox, and the latter was not enabled in CMake. I have an
option for both now. The plugin that I saw in the build dir was probably
compiled from the old one.
I regenerated the provisioning file now and the measurementtoolbox is there
and the view appears.
